Pender County Comprehensive Plan, RFQ # 24-257

Ghost Walk tickets on sale now

BURGAW – Tickets are on sale now for the award-winning Ghost Walk, Ghost Walk of Pender’s Past, a haunting tour around Burgaw’s historic cemetery. Tickets may be purchased online at  https://ghostwalkofpenderspast.ticketleap.com/2023ghostwalkofpenderspast/. Tickets may also be ordered via phone with a credit card by calling 910-259-1278. Tickets are $15 per adult; admission for students ages 5-17 is $10 each. Children aged four and under are admitted free with a paid adult.

The Ghost Walk of Pender’s Past returns Oct. 28, for one night only. Tours start at 5:30 p.m.

Each year, the Ghost Walk is a sell-out event. Tickets are limited.

“We encourage visitors to purchase tickets in advance,” said Pender County tourism director Tammy Proctor. “We hate to turn people away.”

The Ghost Walk encourages all parents with children aged five and under to sign up for the earlier tickets.

“We have found that young children get tired, cry, and disturb attendees in the group,” said Proctor. “We ask that all families respect others and sign up for the earlier Ghost Walk time slots.”

“We love sharing Pender County’s supernatural history,” said Stephanie Key, art director of the ghost walk. “You never know what haunts you’ll discover.”

This year, after dark, there will be a few more spooky ghostly sightings along the path.

The Ghost Walk of Pender’s Past is a collaborative effort of volunteers from the Pender County Historical Society, Historical Society of Topsail Island, Pender Arts Council, Moores Creek National Battlefield, the Town of Burgaw, Burgaw Tourism Authority, Pender County Parks and Recreation, the Pender County Library, Pender County Schools, and Pender County Tourism.

“Ghost Walk is the recipient of two national awards from the National Association of Counties and Southeastern Travel Society,” said Key. “We have wonderful volunteers who make this annual event possible.”

Engineering Services for Stormwater Services, RFQ # 24-256

Pender County, NC is issuing a Request for Qualifications (RFQ) seeking qualified professional engineering firms to provide third party stormwater review services to assist the County with technical review of stormwater plans related to proposed development projects, including both residential and commercial development.

The County’s UDO describes the scenarios in which a proposed development triggers the need for stormwater plans to be submitted as part of the application for a development proposal. Specifically, article 7.9 of the UDO discusses stormwater management and the applicability of the regulations therein. Most frequently, stormwater plans are submitted within the applications of a proposed commercial development or proposed major subdivision.

Pender County, located in southeastern North Carolina, is the state’s fifth largest County based on land area (approximately 870 square miles), with only 4.5% of that land encompassed by incorporated municipalities and their extraterritorial jurisdictions (ETJs). The County is faced with development pressure as the region continues to see rapid population growth, predominantly expanding from the Wilmington Metropolitan Area.

The majority of the development pressure is felt in the southern and eastern portions of the County, specifically the Rocky Point and Hampstead areas. As these areas transition from a rural past to a more developed future, the community continues to seek to find the balance of protecting and preserving the natural environment, while ensuring development does not have a detrimental impact on the existing fabric of the community.

As noted in the Pender 2.0 Comprehensive Land Use Plan (the Plan), top public input priorities included avoiding development in environmentally sensitive areas and limiting development to areas not prone to drainage issues. The Plan goes on to state that the community has identified the most important role for the County to play in influencing development is the protection of natural resources and environmental quality. Finally, 58% of respondents to a survey shown in the Plan stated that stormwater runoff was the most important issue regarding growth and development in the County.

Pender County Commissioners Approve Hospital Ownership transfer to Novant Health; Closing anticipated by mid-October

Last night the Pender County Board of Commissioners voted unanimously to authorize the transfer of Pender Medical Center in Burgaw to Novant Health. This transfer is part of a larger plan to increase access to health care services across Pender County. As part of the agreement, which was announced in June, Novant Health will invest $50 million to improve the hospital over the next 10 years.

When the transaction is finalized by mid-October, Pender County will retain a majority of representatives on the hospital’s board of trustees.

Novant Health Pender Medical Center is a 25-bed critical access hospital with 43 skilled nursing home beds in Burgaw. The hospital offers a range of services including emergency care, surgery, imaging, infusion therapy and skilled nursing, in addition to Novant Health Home Care.

RFQ Bidder Prequalification – PCU US 421 Pump Station, Force Main and Water Main Project

The US 421 Pump Station, Force Main & Water Main Project consists of a 0.75 MGD Pump Station and approximately 8.5 miles of 12-inch and 16-inch water and sewer pressure main, valves, and associated appurtenances as briefly described in the Request for Bidder Prequalification solicitation. The successful bidder(s) will be required to furnish all labor, materials, equipment, tools, services, and incidentals to complete the Work in accordance with the Specifications and Drawings.  A virtual bidder prequalification meeting will be held on September 12, 2023, at 2:00 p.m. local time. Pender County Government is seeking proposals from experienced licensed firms to address deficiencies identified by the North Carolina Department of Transportation (NCDOT) on Acme Way and Corporate Drive in Pender County in order for the roads to be accepted for addition to the State Highway System. Pender County Emergency Management reminds residents it’s time to prepare, stay alert

PENDER COUNTY – The Pender County Office of Emergency Management urges residents to prepare for Hurricane Idalia, which is expected to impact the Gulf Coast of Florida and move up the East Coast. Meanwhile, off the East Coast is Hurricane Franklin, a Category 4 storm that is impacting the coast with dangerous rip currents.

“Pender County Emergency Management is closely monitoring Hurricane Idalia,” said Tommy Batson, Pender County Emergency Management director. “This storm is expected to strengthen and will impact the coast of Carolina.”

According to the latest reports, Pender County will be impacted by heavy rainfall and tropical-force winds Wednesday through Thursday. This could result in fallen trees and downing of power lines. Some coastal flooding may occur, especially with the King Tide on Wednesday and Thursday.

The greatest danger is the spawning of tornadoes and waterspouts.

“This is the time to prepare,” said Batson. “Tropical storms and Category 1 hurricanes cause more deaths than even the most powerful of storms. It’s important to treat these storms with caution and preparation.”

If you don’t have a hurricane emergency kit, there is time to assemble a kit. Have batteries, plenty of drinking water, non-perishable foods, medications, cash, a full tank of fuel in your vehicles, and propane in stock. A complete checklist is available online at www.readync.org. The cell phone app is free to download.

Batson said the Emergency Operations Center (EOC) staff will continue to monitor the storm.

“When preparing, keep in mind the items you need to maintain the health and safety of your family and pets,” said Batson. “This is the time to secure lawn furniture and items that can be lifted away by strong winds.”

PENDER COUNTY UTILITIES US 421 PUMP STATION, FORCE MAIN & WATER MAIN PROJECT BIDDER PREQUALIFICATION

The Pender County Utilities is seeking prequalification applications from properly licensed, bonded, and qualified general contractors for construction of the proposed US 421 Pump Station, Force Main & Water Main. The project will be bid as a single prime contract.  Prequalification applications will be received at the office of Pender County at 805 S. Walker St., Burgaw, NC 28425 until no later than 4:00 p.m. local prevailing time on the 21st of September 2023. This is not a solicitation for bid; however, Pender County Utilities will only accept bids for this construction contract from Contractors who are approved by Pender County Utilities as prequalified for this project. The anticipated schedule for the pre-qualification and construction bid process is as follows:
