Ghost Walk tickets on sale now

BURGAW – Tickets are on sale now for the award-winning Ghost Walk, Ghost Walk of Pender’s Past, a haunting tour around Burgaw’s historic cemetery. Tickets may be purchased online at  https://ghostwalkofpenderspast.ticketleap.com/2023ghostwalkofpenderspast/. Tickets may also be ordered via phone with a credit card by calling 910-259-1278. Tickets are $15 per adult; admission for students ages 5-17 is $10 each. Children aged four and under are admitted free with a paid adult.

The Ghost Walk of Pender’s Past returns Oct. 28, for one night only. Tours start at 5:30 p.m.

Each year, the Ghost Walk is a sell-out event. Tickets are limited.

“We encourage visitors to purchase tickets in advance,” said Pender County tourism director Tammy Proctor. “We hate to turn people away.”

The Ghost Walk encourages all parents with children aged five and under to sign up for the earlier tickets.

“We have found that young children get tired, cry, and disturb attendees in the group,” said Proctor. “We ask that all families respect others and sign up for the earlier Ghost Walk time slots.”

“We love sharing Pender County’s supernatural history,” said Stephanie Key, art director of the ghost walk. “You never know what haunts you’ll discover.”

This year, after dark, there will be a few more spooky ghostly sightings along the path.

The Ghost Walk of Pender’s Past is a collaborative effort of volunteers from the Pender County Historical Society, Historical Society of Topsail Island, Pender Arts Council, Moores Creek National Battlefield, the Town of Burgaw, Burgaw Tourism Authority, Pender County Parks and Recreation, the Pender County Library, Pender County Schools, and Pender County Tourism.

“Ghost Walk is the recipient of two national awards from the National Association of Counties and Southeastern Travel Society,” said Key. “We have wonderful volunteers who make this annual event possible.”

Pender County Commissioners Approve Hospital Ownership transfer to Novant Health; Closing anticipated by mid-October

Last night the Pender County Board of Commissioners voted unanimously to authorize the transfer of Pender Medical Center in Burgaw to Novant Health. This transfer is part of a larger plan to increase access to health care services across Pender County. As part of the agreement, which was announced in June, Novant Health will invest $50 million to improve the hospital over the next 10 years.

When the transaction is finalized by mid-October, Pender County will retain a majority of representatives on the hospital’s board of trustees.

Novant Health Pender Medical Center is a 25-bed critical access hospital with 43 skilled nursing home beds in Burgaw. The hospital offers a range of services including emergency care, surgery, imaging, infusion therapy and skilled nursing, in addition to Novant Health Home Care.

Benefits Broker Services RFP # 23-249

Pender County (hereinafter referred to as “County”) is requesting proposals and statement of qualifications from qualified consulting/broker firms (hereinafter referred to as “Consultant”) to provide benefit consulting to include assistance with benefit design, bidding and evaluation, contract negotiation, on-going evaluation, plan modification and other services required to obtain and maintain a competitive benefits program.

The County seeks a benefit plan that can be adjusted annually based on experience as well as one that can easily adapt to changes in market conditions and regulations.  Currently the County is a member of the State Health Plan (SHP), which presently is partnered with BCBS of NC but as you probably already know will partner with Aetna in 2025.  We are unsure how this will affect our employee health insurance in the future and if there will be an opportunity to research other options or remain with the SHP.  Therefore, the County is interested in a firm with a demonstrated record of taking a creative, innovative approach to maneuver through the rising costs of healthcare and employee benefits, while maintaining fiscal responsibility and providing an unbiased perspective to the process.

All prospective Consultants will be afforded full opportunity to submit a proposal and statements of qualifications in response to this request.  This Request for Proposal (RFP) is an invitation by the County for consultants to submit an offer, which may be subject to subsequent discussion. Submittal of proposal does not create any right in or expectation to a contract with the County.

Pender County is seeking Statements of Qualifications from NC licensed engineering firms to provide design, engineering, permitting and construction contract administration for the completion of a public park expansion.  The Kiwanis Park in Hampstead, NC is located less than 1 mile off Highway 17 and has been a generational facility that has grown over the past 18 years.  An expansion phase for the park has been approved for construction and has received partial grant funding to have a completion by the September 2025.  This expansion phase will include two (2) multipurpose fields, six (6) tennis courts, four (4) pickleball courts, two (2) outdoor basketball courts, a multi-use path (2000 linear feet), a playground, a lawn game area, a picnic shelter/restroom facility, and parking.  The budget for this project is $2,000,000 and completion is required by September 2025. Water Treatment Chemical – Granular Activated Carbon, Invitation to Bid # 23-248

 

Pender County Utilities is seeking bids for two exchanges of Granular Activated Carbon (GAC) for FY24.  The two exchanges shall be scheduled for November 2023 and April 2024 and will be 40,000 lbs. each.  In addition to freight, all materials, equipment and supervision for the transport, supply and installation of the virgin GAC into the filters must be included.  Bids will only be accepted from manufacturers with 10 years of experience manufacturing virgin activated carbon.  Bidder’s virgin and reactivation manufacturing processes shall produce NSF/ANSI 61 certified products. Disaster Debris Clearance and Removal Services RFP # 221129-237

**Addendum 1 has been issued to RFP # 221129-237.**  Pender County is requesting proposals from experienced and qualified contractors to enter into contracts at no immediate or annual cost to Pender County. Contractors will be required to provide emergency disaster recovery services including, but not limited to, clean-up, demolition, removal, reduction and disposal of debris resulting from a natural or manmade disaster as directed by Pender County in order to eliminate immediate threats to public health and safety.

The County intends to enter into two (2) contracts: one with a “Primary” contractor and one with  a “Secondary” contractor.  The “Primary” contractor will be on a first contact basis for all disasters and emergencies that may require debris removal, reduction, disposal or other cleanup activities.  The “Secondary” contractor will be activated to serve as an additional contractor at the sole discretion of the County.   Pender County will reserve the right to decide, at the guidance and recommendation of the County Manager and/or the Emergency Management Director when and if the “Secondary” contract will be activated.

Responding contractors must, at a minimum, have performed at least three (3) debris removal, reduction, and disposal operations in excess of 150,000 cubic yards and provide references for the communities where these operations took place.  Contractors will need to be licensed to do business in North Carolina and certify that they are not included on the debarred FEMA list or the NC Debarred Vendors list.

The County is seeking to enter into a three (3) year agreement with the option to extend for three additional one-year periods with three contractors to provide the services contained within this RFP.

The Board of Commissioners approved multiple properties, all wooded lots, for auction on GovDeals in the November 7, 2022 meeting. Pender County’s Auctions will be administered by GovDeals, an online auction service specializing in surplus government property liquidation. GovDeals will collect fees as outlined on each auction that will be passed on to the buyer.  All auctions are open to the public and there is no cost to register.   The general rules can be found here.  The County encourages all citizens to view surplus and bid on items of interest.  Auctions end in 30 days on December 9th, 2022.  View each auction for specific closing times.
