Birding adventures coming to Topsail Beach

PENDER COUNTY – With winter comes bird migration. What a wonderful time to discover the shorebirds of Topsail Island!

Pender County Parks and Recreation, the Town of Topsail Beach and Becky Skiba from the North Carolina Wildlife Resources Commission have created a birding adventure, starting Feb. 12, 9 -11 a.m.

Additional birding adventures are set for March 19 and April 23, both from 9 – 11 a.m.

“We invite all Pender County and surrounding area residents to join us on a birding adventure in Topsail Beach,” said Zach White, Pender County Parks and Recreation supervisor.

According to White, the beaches and sand bars are home to gray clusters of birds that scurry in and out with the tidal zones. These birds face amazing challenges on their migration journey.

Attendees will have hands-on field experience to improve birding skills. Learn identification tricks and behavioral cues too.

“All levels of experience and knowledge are welcome to join us,” said White. “This is a family-friendly beach walk.”

There is no charge for the two-hour programs. The workshop will be outdoors even in a drizzle. Please wear weather appropriate attire and bring plenty of water and binoculars. If you do not have binoculars, some will be provided (limited quantity).

Attendees will meet at 630 Davis Ave. in Topsail Beach for the birding adventures.

“We will host monthly beach bird hikes through April,” said White. “This is an exciting collaboration between the Town of Topsail Beach, Pender County Parks and Recreation, and NC Wildlife Resources,” said White. “So, stay tuned for future hikes and activity announcements”

On Saturday February 9th, residents in the Cape Fear region can get help filing an appeal or reconsideration request with FEMA.  Hurricane Florence survivors have the right to appeal FEMA’s decision to deny them benefits or can request reconsideration from FEMA if they feel they are entitled to more benefits than they received. The right to appeal is up to 60 days after the date on the denial letter.

A clinic will be held on Saturday, February 9th, at Cape Fear Community College located at 411 North Front Street in Wilmington. Volunteers will be available to help families complete appeal requests. Morning hours for the clinic are 9:30 am to 12 pm. Afternoon hours are from 12:30 pm to 4 pm.

FEMA’s Hazard Mitigation Grant Program (HMGP) Deadline – January 31, 2019

The deadline for accepting applications for FEMA’s Hazard Mitigation Grant Program (HMGP) to elevate or buyout flooded homes is Thursday January 31st.  The purpose of HMGP is to help communities implement hazard mitigation measures following a Presidentially declared disaster and enact efforts that reduce the risk of loss of life and property from future disasters. Applications can be turned into the Pender County Planning Department at 805 S. Walker Street, Burgaw.

Pender County Hampstead Annex Restoration

Project Description

Pender County is soliciting responses from qualified firms licensed in North Carolina to provide architectural, engineering and construction management and observation services for the following work:

Task 1:  Assessment and planning for construction and repair of building systems impacted within the Pender County Hampstead Annex due to Hurricane Florence in September 2018.  The main area of the building affected is the auditorium (approximately 3,450 sq.ft.) with minor sheetrock and painting work to be performed in random areas throughout the remainder of the building.  Within 2 weeks of award of contract, successful firm will provide County with a comprehensive plan outlining the major tasks required to remediate and repair the affected areas of the Annex.  The project work plan will include, at a minimum, a project narrative, an organization chart, an estimated schedule of itemized project cost(s), and a project schedule.  The project schedule should include the start and completion date(s) of all applicable work activities, identification of any major milestones, and anticipated date facility will be available for use by Pender County personnel and the public.

Task 2:  Provide architectural and engineering services as needed during the construction and repair of facilities impacted by Hurricane Florence.

Task 3:  Coordinate all necessary contractor and applicable service providers required to remediate and repair the facility, including but not limited to, subcontractors, professional services, industrial hygienist, etc.

Task 4: Coordinate and obtain prior approval for all work with Pender County and its insurance provider.

Task 5: Coordinate and obtain prior approval for all applicable work for the NC State Historic Preservation Office (SHPO).

Task 6: Upon completion of all work successful firm will be responsible for providing county with a report outlining the environmental conditions of the Courthouse as well as certification that the facility is safe for use by Pender County personnel and the public.

Task 7:  Successful firm will be responsible for attending at least two Pender County Commissioners meetings to present the report required in Task 1 and Task 6.

The County will contract directly with the architectural firm leading the work.  The architectural firm will provide consultants as needed to complete the work.  Consultants include, structural, cost consultants; and environmental engineers.

Qualification Package Evaluation Criteria

Qualifications packages will be evaluated on the firm’s ability to meet the requirements of this RFQ.  Pender County reserves the right to select the team it deems best qualified for the work.

Evaluation criteria are as follows:

  • Experience with similar renovation work to include historic buildings
  • Experience working with state, regional and local permitting authorities
  • Experience coordinating similar types of work through insurance providers
  • Proposed schedule and planning process
  • Qualifications of individual team members and subconsultants anticipated to be used on project
  • Geographic proximity and availability of project team
  • References and previous project relevance
  • Qualifications package responsiveness, appearance, and presentation

Hurricane Relief Concert to feature Nashville rising star Lee Gantt, Nov 10

PENDER COUNTY –  One Pender, the hurricane relief benefit concert, will feature Nashville rising star Lee Gantt for an afternoon and evening of music.

Born and raised in the heart of the Midwest, Lee Gantt is a singer/songwriter from Columbus, OH. His unique blend of old style country lyrics and new school country melodies are hallmarks of the Lee Gantt sound. Gritty, heartfelt lyrics with powerful driving melodies help to fortify the deep connection Lee has with his fans. Lee developed his style from a variety of influences including Jason Aldean, Garth Brooks, Eric Church, and Conway Twitty but primarily credits Kenny Chesney for inspiring him to become the writer and performer he is today.

“Gantt is a rising star,” said Tom Collins, Pender County Emergency Management director. “He was quick to agree to come to Burgaw for the One Pender Hurricane Relief Concert. He will provide an entertaining show that will raise money for our Pender County families.” said Collins.

For the past 7 years Lee has been touring across the country performing in more than 25 states and opening for some of the biggest names in country music such as Chris Young, Dustin Lynch, Thompson Square, Phil Vassar, Love and Theft, Neal McCoy, Colt Ford, Easton Corbin and many more. Lee is also a regular member of the Nashville writing community.

Collins’ son, Brian, is the drummer for Gantt’s band.

The Greater Topsail Area Chamber of Commerce is taking a community leading role in the benefit concert. They have posted a donation button on their website for anyone who wants to donate to One Pender. The website is www.topsailchamber.org.

Local companies are encouraged to donate as well as residents who were not impacted by the storm.

Prior to the concert, from 2-4 p.m. on Nov. 10, a VIP meet and greet with a meal will be served for all first responders and Pender County School staff who assisted during the hurricane.

“These are our Hurricane Heroes,” said Dr. Steven Hill, Pender County Schools Superintendent. “These are the people who came together during the storm to ensure the safety of our community – working in the shelters, conducting rescues, responding to emergencies. This is just one way we can say thank you.”

2018 Debris Monitoring Request for Qualifications

PURPOSE
The purpose of this Request for Qualifications (RFQ) is for Pender County to acquire comprehensive debris monitoring services. Hurricane Florence resulted in widespread damage throughout Pender County. Initial estimates are that debris collection may total Nine Million Dollars ($9,000,000.00) for vegetative, C&D and other debris. Debris collection is ongoing and monitoring has been ongoing as well. The rapidity with which a contractor can mobilize and transition to the long term monitoring will be a criteria taken into account in making the award. The County anticipates requesting the Board of Commissioners to award the contract on November 5, 2018, so transition and mobilization should be keyed to starting on November 6, 2018.

SCOPE OF SERVICES
The selected contractor will assist the Pender County in monitoring debris collection services under Federal and State Disaster Programs related to Hurricane Florence, and any suceeding disasters during the term of this contract. The monitoring will include the entire unincorporated area of the County and, at the sole option of the County may include areas within municipalities. Examples of disaster recovery services that may be required, include:

I. DEBRIS MONITORING SERVICES
The selected firm will be expected to provide debris monitoring services to include debris generated from the public rights-of-way, private roadways to which the public has open access, and other public, eligible, or designated areas. Specific services may include:

a. Coordinating daily briefings, work progress, staffing, and other key items with the County.
b. Selection and permitting of TDSRS locations and any other permitting/regulatory issues as necessary.
c. Scheduling work for all team members and contractors on a daily basis.
d. Hiring, scheduling, and managing field staff.
e. Monitoring recovery contractor operations, and making/implementing recommendations to improve efficiency and speed up recovery work.
f. Assisting the County with responding to public concerns and comments.
g. Certifying contractor vehicles for debris removal and maintain a truck certification list utilizing FEMA guidance.
h. Entering load tickets into a database application.
i. Digitization of source documentation (such as load tickets).
j. Developing daily operational reports to keep the County informed of work progress.
k. Development of maps, GIS applications, etc. as necessary.
l. Comprehensive review, reconciliation, and validation of debris removal contractor(s) invoices prior to submission to the County for processing.
m. Project Worksheet and other pertinent report preparation required for reimbursement by FEMA, FHWA and any other applicable agency for disaster recovery efforts by County staff and designated debris removal contractors.
n. Final report and appeal preparation and assistance.

Advertisement for Bids – Lyon Swamp Drainage and Levee District Board of Commissioners

Sealed bids for the completion of the Lyon Swamp Drainage and Levee District Hurricane Matthew storm debris removal project by the Lyon Swamp Drainage and Levee District Board of Commissioners will be received until 12:00 PM on January 5, 2018. The bids will then be publicly opened and read aloud at a special meeting of these Commissioners beginning at 2:01 PM on January 5, 2018 at the Kelly Fire Department (Main Station) 18628 NC Hwy 53 E Kelly 28448.

Project bid packets and specifications may be obtained and returned to the Pender Soil and Water Conservation District office located at 801 S Walker Street in Burgaw, NC 28425. There will be no formal bid conference or site showing.

This board shall reserve the right to reject any or all proposals.
