Professional Engineering Services-421 Sewer Pump Station, Force Main and Water Main, RFQ # 210921-209

Pender County Utilities (PCU) is seeking Statements of Qualifications (SOQ) from consulting engineering firms experienced with sewage pump station and force main design.  The engineering firm will provide complete design, permitting, and construction administration/observation of a proposed 0.75 MGD capacity sewage pump station, approximately 5 miles of 10” force main, and related wastewater utilities improvements planned for the US 421 corridor in western Pender County.  Approximately 14,000 feet of 12” water line along Blueberry Road will also be included.

Firms are invited to submit a SOQ to the PCU by no later than 3:00 PM on October 20, 2021.  Submittals received after this deadline will not be considered.  Firms shall submit an electronic document in .pdf format.

SOQ’s shall be limited to 20 pages or less, excluding cover page and tabs.

A reply will be sent to the email address submitting the statement of qualifications to confirm receipt. It is the submitting firm’s responsibility to confirm that PCU has received the statement of qualifications via email.  If email reply is not received, please call 910-259-0212 before the deadline for submission.

Submitted information shall comply with NCGS 143-64.31 through 64.34 (aka Mini Brooks Act).

Emergency Operations Center Audiovisual System Refresh, RFP # 210915-208

Pender County’s Emergency Operations Center (EOC) was completed in 2011 and included a then state-of-the-art Audio Visual System.  Due to the system’s age and amount of usage, as well as advances in technology, the system needs to be upgraded.  The EOC is located at 805 Ridgewood Avenue in Burgaw, North Carolina and consists of one large rectangular room (measuring a 30’ x 49’) and an attached rectangular conference room (measuring 12’ x 18’).  See attached drawings in Appendices.   

The EOC is designed to support emergency response, business continuity and crisis communication activities. Staff, community partners and trained responders meet at the EOC to manage preparations for an impending event or manage the response to an ongoing incident. When activated, the EOC is utilized as centralized command and control center where multiple agencies from the region can coordinate fire, law enforcement, emergency medical services and public information for those in need in our community.   When not activated, the EOC serves as a training facility for emergency preparedness-related training.

The County is soliciting proposals on the replacement of all audiovisuals needed for use in the EOC.  Proposals should include equipment (including cables), installation and the first year of support services.  Additionally, all proposals must include warranty of products and workmanship.  Vendors are required to quote equipment that is a current model and still supported by the manufacturer, not approaching end of life.  Initial training on usage of your solution for a group of approximately 10 key staff should also be included.

It is important to note that the County is not interested in significantly modifying the layout of the EOC or conference room as per the attached drawings (Appendices A through C).

Medical Director for the Pender County Health Department, RFP # 210901-207

The County of Pender is seeking letters of proposal from North Carolina licensed Doctors of Osteopathic Medicine experienced within public health to provide oversight for the Pender County Health Department. The successful candidate shall provide medical consultation, and oversight, for the Pender County Health Department, promote a collaborative spirit, a positive and flexible approach to problem-solving, clear, and compassionate communication skills, and an energetic pace. A high level of professionalism and strong interpersonal skills are required. The County of Pender is seeking letters of proposal from North Carolina licensed Pharmacists experienced within Public Health to provide oversight for the Pender County Health Department. The successful candidate shall provide consultant services, pharmacy training, medication record reconciliation and serve as a resource for nursing staff. Veterinary Services for the Pender County Animal Shelter, RFP # 210726-204

The County of Pender is seeking letters of proposal from North Carolina licensed veterinarians experienced with shelter veterinary medicine and high-volume spay/neuter to provide shelter veterinary medical and surgical services for the Pender County Animal Shelter. The successful candidate will have proven surgical and medical skills preferably in a shelter or similar setting, a collaborative spirit, a positive and flexible approach to problem-solving, clear and compassionate communication skills, and an energetic pace. Legal Services, RFP # 210726-203

Pender County requests for proposal (RFP) for legal services to be provided to Pender County for the period from September 21, 2021 (subject to review and approval) through June 30, 2022. REQUEST FOR QUALIFICATIONS FOR PROJECT MANAGEMENT SERVICES RELATED TO THE DEMOLITION OF FORMER BASF FACILITY

Pender County is seeking Statements of Qualifications to services related to all aspects of project management and professional services involved with the demolition, removal, remediation, and disposal of the former BASF facility located off US Highway 421.

Addendum 2 provides clarification to RFP # 37-03-5038.  Addendum 3 provides access to Plans and Specifications, as well as extends the deadline for Proposals to August 6, 2021 at 4pm.  Sealed proposals should be submitted to Daniel Adams, DFM-Floodplain Administrator, at 805 S.
