State invites communities and contractors to apply for NC Resilient Coastal Communities Program

MOREHEAD CITY – The Division of Coastal Management (DCM) invites communities and contractors to apply to participate in Phases 1 and 2 of the N.C. Resilient Coastal Communities Program (RCCP), which aims to equip communities with additional capability to understand and enhance coastal resilience at the local level. DCM is requesting applications from interested municipal and county governments in the 20 coastal CAMA counties, as well as professional services from qualified organizations to provide technical assistance to selected localities.

Phases 1 and 2 of the RCCP consists of a series of steps to qualitatively and quantitatively assess risks and vulnerabilities specific to their location, engage representative stakeholders, and complete a community-involved process to prioritize projects and action items to improve the resiliency of their community and critical assets. Once communities complete Phases 1 and 2, they become eligible to apply for Phase 3 (Engineering and Design), and Phase 4 (Implementation) funding from DCM, and will be better positioned to take advantage of implementation funding from various funders in the future.

Contractor Applications
Eligibility: Private planning and engineering firms, Councils of Government, Non-Governmental Organizations (NGOs), and academic institutions (private and public). Multiple organizations may partner on one application.

The Program Planning Handbook provides guidance to program participants in completing Phases 1 and 2 of the N.C. Resilient Coastal Communities Program. Existing data, tools and resources are incorporated throughout the handbook to assist with the process and to identify specific program requirements.

Pender County Requests Proposals for Wide Area Network Services RFP # 201204-113

Pender County Government is requesting proposals for Wide Area Network Services.  Service is needing at existing WAN sites for March 1, 2021.  The County plans for additional sites in second phase in May and a third phase in September.  The selected Vendor must be able to service all sites;  Site specifications are listed in Appendix A.  Proposals are due no later than December 16th at 2pm via email to tnewton@pendercountync.gov.  The County reserves the right to reject all proposals.  Click here for the complete RFP # 201204-113.

Pender County Requests Proposals for Internet Services RFP# 201203-114

Pender County Government is requesting proposals for Internet Services. The new service is being planned to begin in March 2021, which represents the expiration of the current Internet Service contract.  Service locations and the required bandwidths are specified in Appendix A.  Different Vendors for different sites may be selected based on service availability and to ensure redundancy.  Proposals are due no later than December 15th at 2pm via email to tnewton@pendercountync.gov.  The County reserves the right to reject all proposals.  Click here for the complete RFP # 201203-114.

Request for Proposals for Emergency Watershed Protection (EWP) Management/Consulting Services

Due to an insufficient amount of responses, Pender County is readvertising  for a consultant to provide Emergency Watershed Protection (EWP) Management/Consulting Services in RFP # 201202-116. The selected Consultant will define and execute services necessary for managing the emergency watershed program for recovery of damages from Hurricane Florence and future declared disasters (both natural and human-caused). The primary responsibility of the Consultant will be to provide management support to the Planning and Community Development Department during implementation of the United States Department of Agriculture’s (USDA) EWP Program. This includes implementing watershed management program goals, managing construction restoration and stabilization of identified funded projects to reduce imminent threat to life, and loss of property. These services may be expanded by the County, modified, or altered to encompass other County or Departmental needs for accomplishing emergency watershed protection or floodplain management goals.  Click here for the full RFP.  Sealed Proposals are due to the Planning Director, 805. Request For Proposals for Legal Services

This request for proposal (RFP) is to contract for legal services to be provided to Pender County for the period from January 1, 2021 through June 30, 2022. Legal services requested are primarily in the field of land use regulation and enforcement of related ordinances as well as grant administration. Only attorneys who are currently licensed to practice law in the State of North Carolina and maintain an office in North Carolina or law firms including such attorneys, may respond to this RFP.
