Pender County requests proposals for a Classification and Compensation Study and Benefits Survey.  Proposals are due Thursday, July 30th at 2:00 pm EST.  See complete RFP for all requirements.

As of June 16, 2020, Pender County Government had a total of 535 employees, (421 full-time and 114 regular part-time employees) under approximately 263 job classifications.  The County has one salary schedule consisting of 28 pay grades, each containing 20 steps within the grade.  A copy of the current salary schedule is included as Attachment A.  Attachment B is the Pay & Classification Plan and Attachment C is relevant policies related to the County’s classification plan, pay plan.

A thorough classification and compensation study and analysis of the County and those organizations that draw on a shared labor market will indicate the County’s current position and its ability now and in the future to recruit and retain talented employees to provide quality services to Pender County.  It is expected that the study will determine what actions should be taken, if any, to avoid loss of qualified staff and difficulties in recruiting new employees for County employment, while competitively compensating current employees.  In addition, it is expected that the study will recommend adjustments to the County’s current pay plan and salary structure, incluRFP Salary Study 2020ding variable/incentive pay options, to allow appropriate compensation, to account for individual employee’s service/special achievements, or to rectify compression/equity issues and a total compensation comparison.

PUBLIC BID OPENING

Sealed Bids for the construction of the Hampstead/Scott’s Hill Well Project will be received, by Pender County on May 12, 2020 until 2:00 p.m. local time, at which time the Bids received will be “publicly” opened and read via a web-based meeting utilizing Microsoft Teams. Interested parties wishing to join the web-based public reading of the bids received may do so by sending an email request to the following email address no later than May 11, 2020, 5:00 p.m. local time.  Note that a physical meeting will not be held for the bid opening and only the web-based meeting will be conducted.

The Project consists of the construction of:

  • Two (2) finished water production supply wells and associated appurtenances
  • Pre-fabricated well house buildings
  • Chemical Feed Systems
  • Electrical and control systems for well system operation
  • Approximately 600 linear feet of Water Main Distribution Piping

Bids will be received for a single prime Contract. Bids shall be as indicated in the Bid Form. Bidders are not required to be pre-qualified in order to submit a bid for the Hampstead/Scott’s Hill Well Project. Contractor is advised and shall meet the following project schedule for execution and completion of the project:

  • Pre-Bid Conference         April 28, 2020 10:00 a.m. local time
  • Public Bid Opening         May 12, 2020 2:00 p.m. local time
  • Notice of Award              June 2, 2020
  • Notice to Proceed           June 15, 2020

Bidding Documents are available on compact disc (as portable document format (PDF) files for a non-refundable charge of $100.00, including shipping via overnight express service. Alternatively, printed Bidding Documents may be obtained from the Issuing Office via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $200.00 per set, payable to “McKim & Creed, Inc.”, plus a non-refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. Advertisement to Bid: Pender County Courthouse – Interior Renovations

ADVERTISEMENT FOR BIDS

 

Sealed bids will be received until 3:00 p.m. (local time), April 23, 2020, in the Commissioner’s Room of Pender County Administration Building, 805 S. Walker Street, Burgaw, North Carolina, and then opened and publicly read for furnishing all labor and materials and performing all work connected with: Pender County Courthouse – Interior Renovations, as indicated in the plans and specifications dated March 29, 2020.

In response to social distancing recommendations by state and local health authorities, bids will be opened publicly through video/audio conference. Conference log-in information to be provided by Architect at the pre-bid meeting. Bidders shall notify the Architect in advance if they wish to be physically present during the bid opening.

 

A mandatory Pre-Bid Meeting will be held at 3:00 p.m. (local time), April 8, 2020 at the Pender County Courthouse, 100 S. Wright Street, Burgaw, North Carolina 28425.  Prime bidders and asbestos abatement subcontractors are required to attend. Subcontractors (other than asbestos abatement subcontractor) and suppliers are invited to attend.

Precautions will be taken with respect to COVID-19. If weather permits, the pre-bid meeting will be conducted outside of the courthouse.  In the event of bad weather, bidders shall meet in the courtroom and maintain distance between individuals as recommended by state and local health authorities. Bidders shall bring gloves and any other personal protective equipment desired. Bidders may tour the building in small groups after the pre-bid meeting.    

 

The project shall consist of storm damage repairs and renovations to the historic courthouse in Burgaw.  Work includes relocating mechanical and electrical systems from basement to first floor;  new HVAC systems throughout the building; data wiring; plaster demolition, repair and replacement; custom woodwork to match existing; new accessible bathrooms; new elevator and masonry shaft; ADA upgrades; a new building generator; site work to facilitate drainage; masonry screen wall at the generator and ADA ramp; upholstery replacement for courtroom seating; and miscellaneous paint and floor finishes throughout.    Hazardous materials, including asbestos floor mastic, asbestos ceiling coatings, and lead paint, will be removed under this contract.

Anticipated Delinquency Intervention Funds for Pender County

Pender County anticipates allocation of funds from the North Carolina Department of Public Safety, Division of Adult Corrections & Juvenile Justice, Juvenile Community Programs section in an amount of $153,959 for programs to serve delinquent youth and youth most at risk to become delinquent.  The Pender County Juvenile Crime Prevention Council will be accepting proposals for the funding period of July 1, 2020 through June 30, 2021 from local government agencies and private non-profits with 501-c-3 status for the following services:

  • Mental Health (Mental Health Assessments, Treatment, & Psychological Assessments)
  • Community Service and Restitution
  • Teen Court
  • Interpersonal Skill Building
  • Vocational Skill Building

Pender County Government – Facilities and Fleet Services, 210 S. Bennett Street, Burgaw, North Carolina 28425 will receive sealed bids from North Carolina Licensed Electrical Contractors, for the installation of generators and all electrical work associated with the project in order to provide back-up power to the Agriculture building, Health Department and Fuel Depot all of which are located in Burgaw, North Carolina.

Incremental Effects of Large Woody Debris Removal on Physical Aquatic Habitat

Request for Qualifications (RFQ) – Engineering Services for Well Sites and Waterline

GENERAL

The Rocky Point/Topsail Water & Sewer District (RPTWSD) and Pender County Utilities (PCU) are seeking an engineering firm experienced with drinking water well design and water infrastructure. The engineering firm will provide design, permitting and construction administration/construction observation of drinking water well infrastructure and related water infrastructure utilities associated with the creation of up to three (3) water supply wells planned for the Hampstead area in Eastern Pender County. RPTWSD will be working with a contract hydrogeologist for test well installation, pump test and wellfield design. The successful engineering professional services firm will work with RPTWSD’s contract hydrogeologist and design a well, wellhead, and associated piping to connect the new well to the existing water system. Proposed well sites have received preliminary approval from the DEQ Wilmington Regional Office.
Water design experience shall include Pee Dee aquifer well and wellhead design. Water main design and permitting also required. Prompt delivery and demonstrated accuracy on project cost estimates by the project team are important factors in selection. This project has a very aggressive fast-track schedule, and thus the consultant shall have personnel and resources available to meet that schedule.

SUBMISSION OF QUALIFICATIONS STATEMENT

Firms are invited to submit a Qualifications Statement to the RPTWSD by no later than 3:00 PM on October 25, 2019. Qualifications received after this deadline will not be considered. Firms shall submit an electronic proposal as specified in the RFQ. Firms submitting Qualifications are encouraged to carefully check them for conformance to the requirements stated herein. Qualifications that do not meet ALL of the below listed requirements or are sent to any address other than that shown below, will be disqualified. No exception will be granted. Statements of Qualifications shall be submitted to:

EVALUATION

Firms submitting Qualifications to perform drinking water well design and related water infrastructure will be evaluated based upon the firm’s experience, proposed personnel experience, personnel knowledge and familiarity with projects in the typical scope of work. In addition, knowledge of and experience in well design in the Pee Dee aquifer will be a significant consideration. This scope is defined in the General section of this Request for Qualifications, and submittal shall show previous project experience and references. Subs associated with electrical, SCADA or other design must be listed in the Statement of Qualifications.
Additional criteria that may be used to select an engineer may include:

  1. Experience working with Hydrogeologists for well design, construction, performance, and data interpretation.
  2. Demonstrated ability to deliver projects on-time within a tight schedule, and commitment to meet the project schedule.
  3. Knowledge of well water treatment requirements (understanding the current drinking water source [surface water treated at PCU Water Plant] and potential issues with blending with new well sources).
  4. Knowledge of SCADA/Controls (integration of wells and associated controls into the existing RPTWSD system). Distribution system currently uses Mission Communications system.
  5. The engineering firm should have electrical and mechanical capabilities for ancillary design components associated with wells or will list the specific subs that will be used as well as their firm’s experience, proposed personnel experience, personnel knowledge and familiarity with projects in the typical scope of work
  6. Water pipeline modeling for the design of water transmission mains, proven history of pipeline designed, sizing, and routing. Water main design should be limited to short runs to connect the wells to the existing distribution system, as all sites are within a few hundred feet of existing water mains.
  7. Local regulatory experience.

SCHEDULE

  1. Anticipated Notice to Proceed by November 19, 2019.
  2. New production wells, wellheads, and waterlines shall have preliminary design within 45 days of Notice to Proceed.
  3. Project shall have all permits within 105 days of Notice to Proceed. Construction bidding will be concurrent with permit approvals. Emergency permitting consideration by NCDEQ is anticipated.
  4. Construction contracts planned for two phases:
    1. Well installation
    2. Wellhead and Water Main construction
  1. Construction substantial completion and operation of first well by May 1, 2020.
  2. Construction substantial completion and operation of second well by May 22, 2020.
  3. Construction substantial completion and operation of third well (if a third is constructed) by June 26, 2020.

REQUIREMENTS

Qualifying Statements shall include:

  1. Firm name, address, telephone number, fax number, email address, web address, and contact person(s)
  2. Year in which the firm was established and any former names under which the firm operated.
  3. Qualifications and experience of personnel who would be performing design services for the project(s) by providing:
    1. A list of design projects demonstrating experience/understanding of the experience described in the General section above. Project information shall include:
      1. a summary of the scope of work and deliverables,
      2. the owner of the project, and
      3. the name, number and email of a reference for the project.
  1. SOQ submittal is limited to 15 printed pages maximum, including cover sheet.

The following criteria will be deemed necessary for selection:

  • The firm must meet the following insurance requirements.
    • General Liability $1,000,000 per occurrence/$2,000,000 aggregate. RPTWSD must be additional insured
    • Workers Compensation $500,000/$500,000/$500,000
    • Auto Liability Insurance $1,000,000 per occurrence combined single limits applicable to claims due to bodily injury and/or property damage
    • Professional Liability not less than $1,000,000 per loss.
  • Any firm wishing to be considered must be properly registered with the Office of the Secretary of State of NC and the NC Board of Examiners for Engineers & Surveyors.

NOTIFICATION

The selected firm will be notified by telephone and/or email.
The RPTWSD reserves the right to reject any and all submissions.
